    I have been looking at the latest statistics for ?exception reporting? by GP practices. These figures show how many asthma patients were excluded from the calculation that practices make which determines the payments they receive from the NHS under the Quality and Outcomes Framework. That sounds technical but stay with me for a moment. The reason practices are allowed to exclude certain patients is to remove any disincentive from taking disadvantaged patients onto their register. For example those who live in residential care homes are likely to have higher needs and worse outcomes.
